Standard UK (imperial) picture frame sizes correspond to "A" paper sizes, and can be framed off-the-shelf.
For example, A4 paper has a usable size of 8" x 11", and is normally finished with a 1.5" mount, resulting in an 11" x 14" frame size (frame sizes always refer to the internal dimensions).
A3 paper has a usable size of 11" x 15", and and is normally finished with a 2.5" mount, resulting in a 16" x 20" frame size.
I am flexible about the actual size of your portrait relative to standard sizes and their corresponding prices. I normally work using large sheets of paper, and so can work slightly larger whilst adhering to the nearest "A" standard size price.
For example, my pastel paper is 26.5" x 18.5", so I can produce a pastel painting measuring 18.5" x 13" (as opposed to 15" x 11" - strict A3) from a half sheet - for the A3 price quoted.
Similarly, A2 pastels can be "stretched-out" to a maximum size of 26.5" x 18.5" (as opposed to 22 " x 15" - strict A2).
Watercolor paper sizes are different from other papers, and the sizes quoted are absolute maximums.
